SPECIAL GUEST EVENING

As it is often the case, a preliminary evening, the day before the official beginning of the forum, is programmed.

This evening is meant for those arriving earlier, to attend closed committee or other preliminary meetings, such as our executive officers, our directors and past directors and leaders.

All Lions being VIPs, this special guest evening is also open to all Lions. However, the venue of this  simple and informal dinner will not allow us to welcome many attendees and it might very soon be fully booked. We appreciate your understanding if we can no longer accept your registration for this dinner.

The attendance cost and the detailed location and program will be available on this page as soon as the program has been finalized.

EUROPEAN COUNCIL MEETING I

According to the Rules of Procedures of the Europa Forum, the European Council is the body for the formation and control of Forum policy.

It is composed of one voting delegate for each Member.  The Lions Organisation in any Country or State belonging to the Constitutional Area of Europe may become a Member of the Europa Forum, provided that its membership has been approved by the European Council.

The agenda for the Council meetings will be determined by the Forum President, based on draft resolutions received from the Members and the February meeting of the Supervisory Committee.?Draft Resolutions should be sent in English language to the Forum President, with copy to the Archivist & Advisor, by June 15.

The Forum President will publish these same draft resolutions on the web portal, with an e-mail notice to the Members, before July 31 latest, to duly prepare them for the discussion and voting to take place during the European Council meeting.

This page will thereby be updated with the final agenda in August 2018.

The European Council meeting will take place in the main auditorium and is open to all Lions. However, only one duly appointed delegate per member will be allowed to vote. The Council shall be chaired by the President of the Forum, assisted by the Vice-President, the Forum Secretary and the A&A.

EUROPEAN COUNCIL MEETING - DISCUSSIONS

The day after the European Council I meeting and the day before the European Council II meeting, a discussion meeting is to be held.

The purpose of this meeting is informal hearings and open discussions, in order to prepare the decisions to be taken the next day.

Resolutions may be amended or withdrawn and additional information may be requested. However, no new resolution may be moved at this time

This meeting will take place in the main auditorium and is open to all Lions. However, only one duly appointed delegate per member will be allowed to vote.

The meeting shall be chaired by the President of the Forum, assisted by the  Vice-President, the Forum Secretary and the A&A.

EUROPEAN COUNCIL MEETING  II

As the informal hearings and open discussions have taken place the previous day, this meeting should focus on voting the resolutions and elections on the agenda. Unless new relevant information has risen in the meantime, discussions are not opportune.

No new resolution may be moved at this time.

In addition to the agenda, as a result of a seminar, a seminar chairperson may submit a proposal, at the latest at 18:00 the previous day, and request a consultative vote. No more than 3 minutes is allowed for the presentation of such a proposal.

The final agenda will be available on this page after the Council Discussion meeting.

This meeting will take place in the main auditorium and is open to all Lions. However, only one duly appointed delegate per member will be allowed to speak and to vote.

The meeting shall be chaired by the President of the Forum, assisted by the Vice-President, the Forum Secretary and the A&A.

Article V of the Rules of Procedures applies.
